How to add unsupported region configuration - for example KZ865? I know frequencies of that region. Or I just need to edit any supported config frequencies?

Please note that (AFAIK) KZ865 is not an official region defined by in the Regional Parameters specifications (RP002 specs).
If you want to implement regions that are not officially supported, you would need to change the ChirpStack Concentratord and ChirpStack source-code and re-compile these.
According to the RP002 specs, you should be able to use the IN865 region config however:
First, it is necessary to determine the 8 frequencies of KZ865.

Second, the gateway can select the KZ865 frequency on the WEB.
Third, the node firmware must support the KZ865 frequency.
Finally, ChirpStack V3 uses the chirpstack-network-server-kz865.toml configuration file.
